The full implementation of this version of the HIP is subject to the adoption of the decision amending Decision C(2015) 8936 final and conditional upon the necessary appropriations being made available from the 2016 general budget of the European Union.

AMOUNT: EUR 379 400 000

The present Humanitarian Implementation Plan (HIP) was prepared on the basis of financing decision ECHO/WWD/BUD/2016/01000 (Worldwide Decision) and the related General Guidelines for Operational Priorities on Humanitarian Aid (Operational Priorities). The purpose of the HIP and its annex is to serve as a communication tool for ECHO's partners and to assist in the preparation of their proposals. The provisions of the Worldwide Decision and the General Conditions of the Agreement with the European Commission shall take precedence over the provisions in this document.

0. MAJOR CHANGES SINCE PREVIOUS VERSION OF THE HIP

SYRIA - € 25 600 000

An additional amount of € 25,6 Million is allocated for humanitarian projects to be implemented in Syria in 2017 in response to the recent aggravation in the crisis.
Six years after the start of the conflict, the level of violence has drastically intensified. Inside Syria more than 13.5 million people – two thirds of the population –are in need of urgent assistance, out of which more than 6 million are children. Amidst the intensification of fighting, needs are increasing even further. As of end of December, the UN 2016 Humanitarian Response Plan remains severely underfunded, only covered at 46%.
Since the beginning of December, the battle for Aleppo and the advances related to the Raqqa offensive have forcibly displaced some additional 250,000 Syrians. Populations in other areas in North West, South and Central Syria are also under extreme pressure as fighting intensifies.
These parts of the population are in need of life-saving assistance all the more since the use of sieges as a strategy of war, widespread insecurity, the deepening economic decline, and the reduced availability of basic services (in particular health and water and sanitation) have contributed to the exacerbation of the humanitarian situation over the past year.
Moreover, the local ceasefire agreements reached and consequent evacuations of entire populations in addition to the imminent intensification of offensives in other areas of the country, such as Eastern Ghouta and Idlib, will continue having enormous implications for the humanitarian work inside Syria requiring the rapid deployment of additional humanitarian response as access to population is guaranteed.
